Waters from the deep is a common way to describe mysterious deposits of water underground. How deep? Well this referenced article claims 400 miles deep in the Earth's mantle is a vast deposit of water.

"If there is a substantial amount of H2O in the transition zone, then some melting should take place in areas where there is flow into the lower mantle, and that is consistent with what we found."

Amid drought, California agency won't allot water: "SAN FRANCISCO — Amid California's most crippling drought of modern times, state officials on Friday announced they will not allocate water to agencies that serve 25 million people and nearly 1 million acres of farmland. Related: Could California be facing a century of drought? The announcement marks the first time in the 54-year history of the State Water Project that such an action has been taken. State Department of Water Resources Director Mark Cowin said the action was taken to conserve the little water that remains behind the dams in the state's vast system of reservoirs."

Nice frickin' theory - CAN'T BE WRONG NO MATTER WHAT ! Sounds like an argument only a wife would come up with!

Cold winters of the 1980s

When people claim, "Back in my time, the winters were more severe," it is
usually a case of the weather being exaggerated in their memories. Well, I
grew up in the 1980s and winters were more severe then, but a neighbor who
moved here from Seattle thinks I'm wrong when I say I can remember many days
with temperatures 20 below zero.

You are absolutely correct. A computer sweep of the entire data set of
Chicago's official temperatures from Nov. 1, 1870, to the present supports
your recollections. In that period, Chicago recorded 15 days on which the
minimum temperature sank to 20 degrees below zero or lower. Five of those
days occurred before 1900 and nine of them in the winters from 1982 through
1985. The most recent occurrence was 21 below on Jan. 18, 1994.
