MooPigsters probably prefer RFID tags that are edible. So we charge into that idea and find KODAK:

We find plenty on all fronts: youTube, Google search and images, on faceBook, and in Snopes.com ... all discussing humans to swallow, ingest, pierce, tattoo, or, implant, things like RFID's in, on, around, and, inside, their bodies.
Some say it is to keep track of things, while others point to a more sinister repercussion -- that of prophecy realized through people identifying themselves in the future via an implanted RFID, Radio Frequency IDentification, in their hands. Reasons for RFID in humans is: threats from identity theft, providing medical history for impaired or the infirm, and to track money the tagged has available.

See http://www.snopes.com/politics/medical/microchip.asp. Apprears the wording was in an earlier bill NOT passed. Even so, it does not mandate implantation in humans; merely starts a registry to track implanted devices, such as pacemakers, to gather data on the effectiveness of the device.
