Michael Phelps is back on top. In winning the 200m IM in London over fellow American Ryan Lochte Thursday, Phelps captured his 20th Olympic medal and became the first male swimmer to ever win the same event in three consecutive Games

He [Michael Phelps] knew then that if he wanted to be serious about swimming, serious about this grueling and demanding event in particular, he had to get his backside into the cold pool early in the morning and re-dedicate himself to being the champion he was and could yet be again.

"... He [Phelps] went out hard and fast from the get-go, flirted with world-record pace and won in 1:54.27. It was his 20th career Olympic medal; 16 are gold. Say that out loud and let the thought linger: 20 medals, 16 gold. ... "

The OTHER American Swimmer, Ryan Lochte's, meet is over. He won five medals. That is, and let's be plain, big. Moreover, Lochte now has 11 for his career. Among all male American Olympians, only Phelps has more.

In London, Lochte, who turns 28 on Friday, won individual gold in the 400 IM and relay gold, a brilliant swim, in the 4x200 free.

Illinois Tollway says glitch caused havoc with I-PASS users' accounts - chicagotribune.com:
" ... Tollway spokeswoman Wendy Abrams said the problem was traced to software used by its toll collection contractor, Electronic Transaction Consultants Corp., of Richardson, Texas."

Former tollway board member Bill Morris had advocated for a new system sooner. Morris said Friday that the latest flub comes at an especially bad time — just as basic I-PASS tolls are about to rise 87.5 percent Jan. 1.

[Tollway spokeswoman Wendy Abrams] ... Abrams said the glitch won't hasten the agency's plans to replace the complex license-plate-reading and collection system. The agency plans to install a new system by 2014.

Sarah Palin's Half-sister in South Pacific: Betty

MooPig has this late breaking story surfacing from the South Pacific. Sarah Palin's half-sister has been found and let us photograph her just before she jumped into the ocean to do some shark herding before sundown.

Her name is Betty Heath.

MooPig Associate Journalist Rathbone Fedder has this entry in his blog that describes his adventure:
"Rough seas delayed our passage down to Colon, Panama. Colon’s reputation for crime and muggings is infamous, driven by high unemployment, poverty and the easy pickings in a port city. Though no longer as dire as it used to be, we were barred from walking outside the port area. So, what to do? There was the option of taxiing to the Zona Libre, the world’s second largest tax free ‘island’ where the multinationals and banks of the world have a presence inside 4 metre high security walls. (By the looks of it, very little of that wealth ever reaches the city outside those walls.)"

"We could’ve stayed confined in the port shopping centre, or hook up a taxi tour and head out for the afternoon. Phil, Gabi, Julia and I were the only ones game. Our drive out to Portobello village an hour away, was well worth it."

"That is where I caught wind of a half-sister of the Idaho born Sarah Heath Palin Alaskan Governor. A Panamanian man who used to be part of the Alaska Oil and Gas Conservation Commission, said "Betty Heath; You will be able to identify her from the tattoo on her midriff that says 'Welcome to Panama City, Enjoy Your Visit;' the best shark herder he ever knew."

" ... It's true: Port-au-Prince looks much like it did in February, other than the fact it's now raining every day. Of some 20 million cubic yards of rubble left by the disaster, less than 2 percent has been cleared. Serious reconstruction has not started.

Meanwhile, more people than ever are living under tarps and in tents: 1.6 million and counting. Some who didn't lose their homes can no longer afford rent or are following foreign aid to the camps. And the tarps are falling apart.

It's easy to look at all this and ask where the money went. The answer isn't so simple. A lot of secondary crises that could have happened didn't, or haven't yet, like disease outbreaks, flooding catastrophes or famine - and some of that can be traced to the aid effort.

And the Haitian government, which was severely compromised in the quake and not so capable before, says the slow pace of reconstruction is important for preventing corruption and planning a sustainable city.

But it's also reasonable to ask why more hasn't improved. Presidential elections and hurricanes are both potentially on the way. Once the distraction of the World Cup is over, we may find out just how much frustration the grinding recovery has left behind. ... "

Certification makes me Stupid

"The U.S. agency responsible for cracking down on unfit truckers, the Federal Motor Carrier Safety Administration, acknowledges it hasn't completed any of eight recommendations that U.S. safety regulators have proposed since 2001. One would set minimum standards for officials who determine whether truckers are medically safe to drive. Another would prevent truckers from "doctor shopping" to find a physician who might overlook a risky health condition. It's unclear whether any of the eight recommendations will be done before President Bush leaves office."

Sick Truck Drivers Causing Fatal Wrecks

WASHINGTON (July 21) - Hundreds of thousands of tractor-trailer and bus drivers in the United States carry commercial driver's licenses despite also qualifying for full federal disability payments, and some of those drivers have suffered seizures, heart attacks or unconscious spells, according to a new U.S. safety study obtained by The Associated Press.

The problems threatening highway travelers persist despite years of government warnings and hundreds of deaths and injuries blamed on commercial truck and bus drivers who blacked out, collapsed or suffered major health problems behind the wheels of vehicles that can weigh 40 tons or more.

Consider these cases:

- A Florida bus driver who suffers from lung disease and uses three daily inhalers to control breathing told congressional investigators that he "occasionally blacks out and forgets things." He works as a substitute driver despite not having a medical certificate, and his commercial license expires in 2010. The driver, who was not identified but will figure prominently in a congressional hearing this week, has collected Social Security benefits since 1994. He confided to investigators that he "gets winded" walking to his mailbox but has no problem driving a passenger bus. [go to article for more]...
